The LRC is a place to read, a place to learn, a place to take care of ones' self. The purpose of LRC’s in factories is to provide an opportunity for education and healthcare development for garment workers through reading materials on health care, children care, nutrition, etc. The deployment of LRC’s is part of a 3-year project entitled “Educational and Social Development of Workers in the Garment Industry in Cambodia through Library Resource Center” designed and managed by Sipar and supported by the French Development Agency (AFD), the Weave our Future Foundation of Auchan Retail and Smart, the latest sponsor of digital tablets for this education initiative.

Sipar Director Mr. Sothik Hok, stated “Sipar appreciates Smart’s contribution to this project in providing digital tablets that allow garment workers to have access to more information, especially some useful apps with interactive exercises that could help their study on improving literacy in each LRC. To date, 8 LRCs have been already opened to 17,962 workers. This new LRC in TY Fashion which employ 3,740 workers will increase the number of beneficiaries to more than 21,000 workers.”
